From what I understand, these are kinda like the rednecks of Japan. They usually live in somewhat rural areas and seem to like gaudy add ons on older cars. Kinda like an old camaro with side pipes and crager mags that stick out in the rear. Some of them are pretty neat looking though.

I can see new parts/cars being limited outside of populated areas...
if they're all the way out in the stixxx, they have no choice but to hang the oil cooler off the front bumper by a chain.
