pour water in through the top so it puddles up in the bottom. Inside the cylindrical part is a drum made of a fiberous material that you turn by pulling a string which in-turn soaks the fiberous material in the water. Wind comes in through the front and blows through the drum, evaporating the water and cooling the air, then routes into the vehicle as "cooled air".

btw: doesnt work in the humid Southeast. Better luck with them in Southwest. Hot dry climates.
