This is the tool that I own:

it bolts to your wheel studs with your lugnuts.. then you apply the roller to your fenders.. while applying pressure out... it can either flatten the inner fender lip.. or roll it.. or pull it out completely. I have a nice heat gun that can help prevent your paint from cracking.. however i cannot gurantee that it won't crack due to age, brittleness of paint or previous body repair.
This is a pic of the S13 before rolling. I couldn't get anywhere low in the rear with 16x7.7" ET35 with a 215/40/16 tire.

This is a pic of the rear fenders of the S13 after I rolled and pulled the rear fenders. The wheels are 18x9.5" ET25 with a 225/40/18 and it is currently tucking them with no problems at all.
