Why is my time stamping off?

I checked my control panel, and it's set correctly at EST, but, for some reason, it stamps the posts at an hour earlier than I post them.

i've taken control of the board and made all timestamps correspond to central timezone so as to avoid any confusion for myself, cankles and koopa. please be patient while your internets are retarded. (<- see what i did there)

I think it's cuz of DST... I tried to fix it once, and it didn't work, so I just left it, haha.
